After looking at all the suggestions and going back and looking again at Stong's paper, I concluded that what I recalled really was Stong's paper after all. He uses old exact sequences of Toda. The problem was that my memory of the paper was somewhat clearer than the actual paper itself. My memory seldom functions like that so I figured I had the wrong paper. Steve W.
