Let G be a finite group. How can one complete the square of categories
Spectra -------------------- G-spectra

Chain complexes ---------- ?
That is, is there the chain complex analog of a G-spectrum, and what
is the correct notion of weak equivalence if there is one?
(Note: I am not looking for a Green/Mackey functor type description).
The notion of G-spectrum here is to be taken in the sense of
being indexed over a complete G-universe of representations.
I have asked several people the above question in the past, but never
received
a satisfactory answer.
