Stably, this follows from a result of T.Y. Lin, in his paper "On Non-Connected Flat Stable Homotopy Modules", Chinese J. Math. vol 2, no 1, pp 148-170, 1974. I haven't looked at this recently, but recall being unsure whether it was correct when I read it in the past. Dan
