In principle I suppose that it follows from Cartan-Eilenberg's work on derived functors, but it isn't explicit there. Eilenberg-Steenrod point out that lim is not an exact functor without some additional assumptions (which imply Mittag-Leffler and hence lim^1 = 0), but don't go further. Thanks.
