I was negotiating about a paper accepted by Topology and receive the  following email from an employee of Elsevier:

The Editors have given us two issues worth of accepted papers. These
issues will still be published with the Editor's names on the journal,
since they accepted these papers.  So there will be at least two more
issues of the journal and if your paper appears, it will be because the
current Editors accepted it.

This refers to journal issues published in 2007.
