THOMAS A. MAYES, ESQ. is an attorney for the Iowa Department of Education, where he advises the Department on special education law and other state and federal education law. Before joining the Department in 2006, he was a staff attorney for the Iowa Court of Appeals, a staff attorney for Iowa Legal Aid, and law clerk to the Hon. James H. Carter, justice of the Supreme Court of Iowa. Thomas earned his bachelor’s degree from Baylor University, his law degree (with highest distinction) from The University of Iowa College of Law, and a master’s degree in education leadership from Lehigh University. A board-certified Child Welfare Law Specialist, Thomas is a member of the Iowa State Bar Association and the National Association of Counsel for Children, as well as the National Council of State Education Attorneys, serving as its chair for 2015.
