Additional Biographical information
David has been in his current position, Solid Waste Program
Specialist for the Pennsylvania Department of Environmental
Protection’s Office of Pollution Prevention and Compliance
Assistance (OPPCA), since August 1998 and has been the manager
of the Pennsylvania Industries of the Future Program since
1999. From 1992 to 1998, Mr. Althoff was a PADEP solid inspector
in the South Central Regional Office’s Bureau of Land
Recycling and Waste Management. During that time period
David conducted over 1200 regulatory inspections of businesses
and industries in Pennsylvania.
David’s current responsibilities include overseeing
the implementation, execution and measurement of various
P2 and E2 non-regulatory programs across Pennsylvania which
are designed to assist business and industry be less resource
intensive, prevent pollution at its source and achieve economic
development success.
David is a two-time winner of PADEP’s Individual
Award for Excellence and received a DEP Certificate of Achievement
in 2002 for his work in implementing the Pa. Industries
of the Future Program. David is a graduate of the University
of Pittsburgh and received a B.S. in Biological Sciences
in 1992.

Mr. Bollenbacher is Vice President, Environment, Health
& Safety for Alcoa Engineered Products, a division of

products around the world. He is responsible for developing

strategies.
Mr. Bollenbacher is a member of Alcoa’s Worldwide

issues. He is also a member of the Board of Trustees for
the Indiana Nature Conservancy. He graduated from Indiana

Additional Biographical information
Jack Gido is Director of PENNTAP, the Pennsylvania Technical
Assistance Program at Penn State University. He previously
held dual positions as Manager of the Industrial Technology
Extension Service for the New York Science and Technology
Foundation and as Deputy Director of the Industrial Effectiveness
Program at the New York State Department of Economic Development.
Jack has 20 years of industrial management experience including
the management of productivity improvement and manufacturing
technology programs for General Electric and Mechanical
Technology, Inc. He received his B.S. degree in electrical
engineering from Penn State and an MBA from the University
of Pittsburgh. Jack also has authored three books on project
management.

Additional Biographical information
Garry Goehring is Manager Environmental Engineering for
Alcoa Engineered Products with his major focus being on
waste minimization and energy conservation. Last year Garry
assisted Alcoa Energy in developing an Alcoa North American
wide "Energy Efficiency Network" with a goal to
address energy efficiency like other core values of Alcoa.
The network identified over $20,000,000 in saving opportunities
in 2002 at five Alcoa locations. The goal of this program
will be to replicate these opportunities at other Alcoa
locations and continue to continue to identify other new
opportunities as well.
Garry was involved with Department of Energy's Utah 2001
Industrial Showcase where Alcoa Engineered Products'Spanish
Fork, Utah, location was one of the hoist industries. Garry
has a BS degree in Civil Engineering and has been with Alcoa
for over twelve years.

Director - Bureau of Environmental Sustainability
Additional Biographical information
Patrick McDonnell is the Director of the Bureau of Environmental
Sustainability within the Pennsylvania Department of Environmental
Protection. The bureau is responsible for renewable energy
and energy efficiency projects, toxics reduction, innovative
technology and environmental management systems. Part of
the Commonwealth’s pollution prevention strategy,
the Bureau assists Pennsylvania’s citizens and institutions
through programs like Growing Greener, the Pennsylvania
Environment and Energy Challenge grant and the Pollution
Prevention Site Visit Program.
Mr. McDonnell became Director in August 2002. Prior to
that, he served as Executive Assistant to the Deputy Secretary
for Pollution Prevention and Compliance Assistance since
February 2000. He has also worked with the 21st Century
Environment Commission and the Citizens Advisory Council.
McDonnell received his BA from DeSales University in Center
Valley, PA, and his MA from Lehigh University in Bethlehem,
PA.

Bill Michalerya

Associate Vice President for Government Relations
Additional Biographical information
William Michalerya has primary responsibility for developing
Federal and State research programs for Lehigh University
and developing strategic alliances and technology partnerships.
He also served as Executive Director of the Pennsylvania
Infrastructure Technology Alliance (PITA), a Commonwealth
–sponsored research and economic development venture
between Lehigh University and Carnegie Mellon University,
with an annual budget of $4 million. Prior to the Government
Relations post, Mr. Michalerya served as Associate Vice
Provost for Research at Lehigh.
He is active in local and statewide economic development
initiatives, including an appointment by the Governor to
the Boards of the Pennsylvania Technology Investment Authority
(PTIA) and the Ben Franklin Technology Development Authority
(BFTDA). He also served as co-chair of the Technology Committee
of the Lehigh Valley Partnership and chair of the Technology
Districts Committee of the Lehigh Valley Economic Development
Corporation.
Previously he held the position of Vice President and Chief
Operating Officer of Competitive Technologies of PA, Inc.,
a firm partly owned by Lehigh University with a mission
of R & D, program development, new company formation,
and intellectual property management. Other duties at Lehigh
University included the position of Manager of Industry
Liaison and Technology Transfer for the Center for Advanced
Technology for Large Structural Systems (ATLSS), a National
Science Foundation sponsored research center with an average
annual budget of $7 - $10 million.
Prior to joining Lehigh University, Mr. Michalerya spent
ten years in professional practice as a consultant and project
manager for a wide range of engineering and technology projects.
His management experiences included hiring and management
of staff, proposal preparation, budgeting, fiscal management,
report writing, marketing, presentations, strategic planning
and client development.
Mr. Michalerya earned a Bachelor and a Masters degree in
civil engineering from Cornell University and a Master of
Business Administration (MBA) from Lehigh University. He
is a registered professional engineer.

Wojciech Misiolek
(Aluminum Action Team Leader)

Additional Biographical information
After completing his doctoral work in metallurgy Dr. Misiolek
became a faculty member at his Alma Mater in 1985. He spent
the 1987/1988 academic year as a Kosciuszko Fellow at Lehigh
working with Professors Avitzur and Notis on the fabrication
of high temperature ceramic superconducting wire and analysis
of axisymmetric drawing and extrusion. For the next nine
years (since 1988), Dr. Misiolek was with the Materials
Engineering Department at Rensselaer Polytechnic Institute
(RPI) in Troy, New York in different research and teaching
positions, recently as Associate Professor. From 1992 to
1997 he directed the RPI Aluminum Processing Program, an
industrial consortium performing pre-competitive interdisciplinary
research, focussed mainly on the aluminum extrusion process.
Dr. Misiolek conducts research in materials processing and
process engineering. His research and teaching interests
have focused on powder metallurgy and processing of particulate
materials, deformation and workability, surface treatment
and coatings, and rapid prototyping. The common theme of
these studies is to understand and develop characterization
techniques for microstructure evolution in different materials
in the solid, powder, or semi-solid forms during their forming
and processing.
Dr. Misiolek has contributed over sixty publications to
the research literature, holds a patent and has been recognized
with several awards from different technical and academic
organizations. Usually you can find him working in Whitaker
Laboratory; or in his spare time, he enjoys outdoors activities
such as skiing, biking or kayaking.

Raymond W. Monroe (Panel #1)
Executive Vice President
Additional Biographical information
Raymond W. Monroe rejoined the Steel Founders' Society of
America as Executive Vice President on April 1, 1988. Prior
to this, for a year he worked for Saturn Corporation, a
General Motors subsidiary, in the lost foam casting area.
Raymond also was the Research Director of SFSA for five
years before leaving to join Saturn Corporation. Other past
experience includes contract research in metallurgy, failure
analysis and castings processes at the Southern Research
Institute in Birmingham, Alabama for six years; and, while
a student, working for NASA at Marshall Space Flight Center.
He holds a B.S. in Chemical Engineering from Auburn University
and received his M.S. in Engineering Science from the University
of Alabama (Birmingham) in 1980. He is active in the American
Society for Testing and Materials and the American Foundry
Society.
His prior publications include several papers on metal combustion
in oxygen and casting technology. The work in castings has
been concerned with mold-metal reactions, quenching, heat
treating, gas defects, and cast iron properties. Raymond
has authored and co-authored many technical papers and publications,
including the AFS book, Expendable Pattern Casting, published
in 1992; a comprehensive review of the steel casting process
called Making Quality Steel Castings: A Review of 20 Years
of Literature.
Raymond has been active in the metal casting industry on
behalf of SFSA and the steel foundries. He has been with
the Board of the Cast Metals Coalition since its founding
in 1989 and served as President in 1998 and 1999. Cast Metals
Coalition is a partnership with the Office of Industrial
Technology, U.S. Department of Energy Industries of the
Future sponsoring research. He has also been on the Board
of the American Metalcasting Consortium since its beginning
in 1992. This is a partnership with the U.S. Defense Logistics
Agency, U.S. Department of Defense to develop casting technology.
Raymond is also on the AFS MACT Task Force Steering Committee,
working with the U.S. Environmental Protection Agency on
the implementation and development of regulations governing
the emissions of hazardous air pollutants from steel foundries.
He serves on the Industrial Advisory Board for Penn State
Manufacturing Engineering and UAB Mechanical and Material
Science Engineering. He is active in establishing the SFSA
Foundation to support education and research for the future
of the Steel Casting Industry.

Christopher G. Moyer

Additional Biographical information
Chris Moyer has been associated with the Pa. Foundry Association
since 1980. He was PFA’s first director of governmental
affairs and has been the association’s chief executive
officer since 1996. Since 1980, Moyer also has been affiliated
with Lewis, Eckert, Robb & Company, a financial and
management consulting firm specializing in government relations.
Moyer has been a past member of the American Society of
Association Executives and the Pa. Society of Association
Executives. He also has served as a volunteer officer and
director of Allegheny Recovery Corporation, Foundry Industry
Recycling Starts Today (FIRST), Inc. and Process Recovery
Corporation.
Between 1975 and 1980, Moyer served in various research
and administrative capacities on the Congressional staff
of the late U.S. Representative R. Lawrence Coughlin (R-PA).
Moyer received his Master of Arts degree in 1974 from
the University of Virginia and his baccalaureate degree
in 1972 from the Johns Hopkins University.
Moyer is a native of southeastern Pennsylvania and resides
there with his wife, Barbara. They have a son at Lafayette
College, a daughter entering Muhlenberg College this fall
and another daughter in high school.

Dr. Neti has broad experience in several areas
of transport phenomenon that include computational methods
for convection, and experimental techniques that span a
wide range of length scales. He has published articels related
to flow and heat transfer, space, conditioning, in-silico
biology, and polymer processing.

Research interests include laser diagnostic instrumentation,
adcances in computational methods for flow and heat transfer,
two-phase flow and boiling, energy and mass transfer in
desiccants, power plant performance, transport phenomenon

Technology Investment Specialist
Additional Biographical information
Tom Palisin currently serves as a technology investment
specialist in the Department of Community and Economic Development
(DCED) focusing on manufacturing extension, technology development
and workforce issues.
Upon graduating from Penn State University, he served two
years at Electronic Data Systems as a project manager and
since 1995 has spent the last seven years in the Office
of Policy and Technology Investment at DCED.
In his present capacity, Mr. Palisin is responsible for
managing the state’s Industrial Resource Center Program
– the largest manufacturing extension program in the
nation. Previous assignments within the office have included
the Customized Job Training and Job Link Program, the School
to Work Opportunities Program, the small business incubator
loan program, and the Ben Franklin Technology Program. Mr.
Palisin has also been asked to serve in an advisory capacity
to several organizations such as the Subcommittee on Incumbent
Worker Training, review panels for the National Institute
of Standards and Technology and the Mid Atlantic Conference
on Technology.

Chad Paul has 25 years of entrepreneurial business experience
and has started, secured investments for, or facilitated
the merger of nearly two dozen companies. He is a consummate
entrepreneur who truly understands the dynamics of developing
new ventures.
Chad is Chief Executive Officer of the Ben Franklin Technology
Partners of Northeastern Pennsylvania, an organization that
has received national and international recognition as a
model economic development program. Established in 1983,
the Ben Franklin program was initiated and funded by the
state to build the technology economy of the Commonwealth.
The Ben Franklin Technology Partners of Northeastern Pennsylvania
has helped the technology companies in its 19-county region
prosper by providing them access to capital, business expertise,
and university resources. Ben Franklin’s strategy encompasses
three main areas: developing early-stage, technology-oriented

Chad founded Chadwick Telephone (now eComm) in 1976 while
still in graduate school, and served as its President and
CEO through 1999 when the company was merged with Executone
of Pennsylvania. While building the company from a start-up
to a significant national corporation, Chad also led allied
companies including Chadwick Telecommunications Corporation
(now XO Communications) and the Business Digest of the Lehigh
Valley.
Beginning with deregulation in 1976, Chad assumed a leadership
role in working with the Federal Communications Commission
and other regulators to advance the telecommunications sector.
He served for nine years as Vice-Chairman/Treasurer of the
Competitive Telecommunications Association of the United
States, and fourteen years as President of the Keystone
Association of Long Distance Companies.
Chad serves as a Trustee of Keystone Savings Bank, the Bethlehem
Rotary Club, and the Achievement Foundation, an organization
that awards college scholarships to students who have participated
in U.S. Junior Achievement Programs. He has been a part
of an angel investing network, and has sat on the boards
of various private technology companies. Chad is the 1992
recipient of the Bethlehem Chamber of Commerce’s Small Business
Person of the Year Award.
Chad holds an MBA, with an emphasis in Management Information
Systems from Lehigh University. He holds a BS in Business
and Economics, with a minor in International Relations,
also from Lehigh.

Christine Retarides

Additional Biographical information
Ms. Retarides has been a contract administrator with Alcoa
in the Government Marketing group for more than eight years.
During this time, she has worked extensively with the Department
of Energy (DOE) Office of Industrial Technologies’
Industries of the Future program. Her experience also includes
contracts with various Department of Defense agencies including
the Air Force Research Lab and Office of Naval Research.
Her contract administration responsibilities encompass all
aspects of government contracting from the preparation of
proposals; the negotiation of cooperative agreements, contracts,
and CRADA’s; as well as the administration of contracts
through closeout activities.
A few of the specific DOE cooperative agreements that Ms.
Retarides has administered include the Energy Efficient
Aluminum Production Pilot Scale Cell Tests Program, the
Phase III Advanced Anodes and Cathodes Program, and the
Aluminum Carbothermic Technology Program.
Prior to joining Alcoa, Ms. Retarides spent six years in
grants and economic development program administration with
the Armstrong County (PA) Department of Planning and Development.
She has a B.A. in Economics from the University of Maryland
and an M.B.A from Duquesne University. Additional certification
includes a Masters Certificate in Government Contracting
from the George Washington University.

Mr. Scheihing is the Team Leader of the Chemical and Enabling
Technologies section within the Department of Energy’s
Office of Industrial Technologies(OIT). Mr. Scheihing provides
oversight and leadership to two OIT teams which address
chemical and allied processes, and crosscutting industrial
energy system research and development (R&D).
During his fourteen year tenure at DOE, Mr. Scheihing has
developed with US industry a variety of research, development
and technology deployment partnerships and initiatives that
all aim to encourage the more rapid adoption of energy efficient
industrial technologies. He recently was the Chemical Industry
of the Future program team leader, and from 1992 to 1999,
he managed DOE’s voluntary industry partnerships such
as Motor Challenge, Steam Challenge and Compressed Air Challenge,
that were then integrated within OIT’s current BestPractices
initiative.
Previous to DOE, Mr. Scheihing worked for five years at
the Garrett Turbine Engine Company in Phoenix, Arizona,
and five years with Westinghouse Electric Corporation in
Concordville, Pennsylvania for five years. Both jobs were
as a Gas Turbine Development Engineer.
Mr. Scheihing has a Bachelor of Science in Mechanical Engineering
from the University of Connecticut in Storrs, Connecticut
and a Masters of Science in Mechanical Engineering from
Drexel University in Philadelphia, Pennsylvania.

Bob Thomson has over 25 years experience in industrial technology
development. His professional career began in engineering,
followed by research and development. For the last 17 years,
he has been involved in technology commercialization and
new venture development.
Bob is Director of Enterprise Development at the Ben Franklin
Technology Partners of Northeastern Pennsylvania, an organization
that has received national and international recognition
as a model economic development program. Established in

Randall M. Whaley Incubator of the Year award, presented
by the National Business Incubation Association (NBIA).
Bob is also President of two non-profit partnerships that,
in a joint effort with the Northampton County New Jobs Corporation,
oversee the operation of the John M. Cook Technology Center
complex. It is comprised of two buildings that house technology
firms, including four graduates from the BFBIC.
Bob has served two three-year terms on the NBIA Board of
Directors, his last year being Board Chairman. He has made
presentations and served as a panel moderator at several
NBIA conferences. He was a director for the Pennsylvania
Incubator Association and has served on the Advisory Council
for the Bridgeworks Enterprise Center. He currently is a
member of the Technology Districts Subcommittee which is
part of the Technology Investment Group for Lehigh Valley
Economic Development Corporation.
Bob holds an MBA from Lehigh University, an MS from Pennsylvania
State University, and a BA from the University of Pennsylvania.

Eric A. Thumma
Deputy Secretary
Additional Biographical information
Eric A. Thumma is the Deputy Secretary for the Office of
Pollution Prevention and Compliance Assistance. The Deputate,
created in January 1996, works with citizen groups, businesses,
trade organizations, local governments and communities to
help Pennsylvanians understand and apply pollution prevention,
energy efficiency, and environmentally sound technology
practices into their daily decision-making process. Mr.
Thumma is also responsible for fostering the development,
exporting, and utilization of innovative environmental technologies
and services offered by Pennsylvania companies. The appointment
became effective July 12, 2002.
Mr. Thumma was the Secretary’s Executive Assistant from
2001 until his appointment. Earlier, he served for two years
as an Executive Assistant to DEP’s Deputy Secretary for
Air, Recycling, and Radiation Protection. Mr. Thumma also
worked in the Office of Pollution Prevention and Compliance
Assistance, where he was instrumental in the development
of the Pennsylvania Environmental Assistance Network to
provide neutral third-party pollution-prevention and energy-reduction
services to businesses and other organizations.
Prior to joining DEP, Mr. Thumma served as a Pennsylvania
Management Intern in the Governor’s Executive Offices. Mr.
Thumma is a graduate magna cum laude of the University of
Pittsburgh’s College of Arts and Sciences and Graduate school
of Public and International Affairs.
