Rick was born on April 3, 1974 in Reading PA to his parents, Fred (Fredrick) and Georgia Noecker. He was raised in Reading PA and its surrounding suburbs, eventually attending Exeter Township Senior High School where he played varsity soccer and basketball. He graduated in the top 10% of his high school class and became an Air Force ROTC cadet at Lehigh University's Detachment 715. As a cadet, he was a Distinguished Graduate at AFROTC Field Training during the summer of 1993 and he was the cadet unit commander at Detachment 715. He was also a Gryphon (Resident Assistant) for three years, and received two distinguished awards: the “Intervener of the Year” and “Gryphon of the Year”. Rick also received the Dr. John Cyril Osborn award for engineering excellence in Materials Science.
On June 1, 1996, Cadet Noecker was commissioned 2Lt Noecker in the USAF, while earning his B.S. with honors (cum laude) in Materials Science and Engineering from Lehigh University. He served five years on active duty as an Aircraft Maintenance and Munitions Officer, working on the B-2 Stealth Bomber, conventional munitions and nuclear weapons. His duty assignments included Whiteman AFB, MO, and Ghedi Air Base, Italy. While on active duty, Rick completed several Air Force training programs, to include Aircraft Maintenance and Munitions Officer Course (Distinguished Graduate), Nuclear weapons Maintenance Officer Course (NMOC), Dynamics of International Terrorism (DIT) course and United States Air Force Europe (USAFE) Command and Control training. He also became a Certified Fitness Trainer with the International Sports Sciences Association .
Rick separated from active duty with an honorable discharge on June 30, 2001 to pursue his M.S. and Ph.D. in Materials Science and Engineering at Lehigh University. During his first semester back at Lehigh, he was a full Teaching Assistant for a 300 level undergraduate class. Rick has also received the Grand Prize at the 2002 and 2003 International Metallographic Competition for his posters “Cracking Susceptibility of AISI 1013 Steel – Cu Alloys” and “ Effect of Homogenization Heat Treatment on Critical Pitting Temperature and Sigma Phase Formation in Super Duplex Stainless Steel".
He has also worked on nine different engineering projects with his advisor, Prof. John DuPont, in conjunction to his Masters' Thesis work. In January 2003, Rick passed the Ph.D. Qualifying Exam required by the Department of Materials Science and Engineering, establishing his status as a PhD candidate. In January 2004 he received his M.S. degree and in September 2004 he became a Fellow with the Naval Nuclear Propulsion Program. His future plans are to earn his Ph.D. with an emphasis in engineering metallurgy from Lehigh University and subsequently bring his leadership and materials science talent to bear in the field of National Security/Defense or bio-materials/prosthetics. |
