I said that the intersection of U and V is (weakly) equivalent to the unreduced suspension of CX; I meant to say the unreduced suspension of X itself. So (if I got this right), the reduced suspension of the (contractible but not necessarily in the based sense) based space CX is in general weakly equivalent to the homotopy cofiber of the canonical map from the unreduced suspension of X to the reduced suspension of X (for any based space X).
