He was a student of Bott at Harvard. I remember seeing it when I was a graduate student, and I think the papers you mention are essentially just summaries of his thesis. For some time I have been wondering about the relation between this work of MacPherson and work of Cappell and Shaneson. See for example Banagl, Markus; Cappell, Sylvain E.; Shaneson, Julius L.
