DAVID S. THALHEIMER, ESQ., is a partner with the Law Offices of Thalheimer and Palumbo, P.C., practicing in Pennsylvania, New Jersey and Delaware. Mr. Thalheimer specializes in the representation of disabled and gifted children in educational and school based disciplinary matters. Mr. Thalheimer’s undergraduate degree is from the University of Pennsylvania. His law degree is from the Georgetown University Law Center.
Mr. Thalheimer has represented parents in dozens of Special Education Due Process Hearings pertaining to the appropriateness of a child’s school programming and placement and the right of a parent to reimbursement from school districts for the cost of private school tuition. He has also represents learning, emotionally and physically disabled children in civil rights/discrimination matters relating to public education. Mr. Thalheimer has spoken frequently to parent and professional organizations on the rights of disabled children to a free and appropriate public education under the IDEA and §504 of the Rehabilitation Act of 1973 and related federal and state laws. |
