VIVIAN NAREHOOD, ESQ. is a partner in the law firm of Gibbel, Kraybill and Hess in Lancaster, Pennsylvania. She has been practicing in the area of the civil rights of exceptional students since 1990. She is a past member of the ARC Board and is currently on the Board of Directors of the Education Law Center. Ms. Narehood has argued and prevailed twice before the Third Circuit and many times before the United State District Court for the Eastern District and Middle District of Pennsylvania. She has a Master’s degree in American History from Harvard University and an All-But-Dissertation Ph.D. from the University of California in Berkeley, California. Additionally, she has taught at grade levels from nursery school through university teaching. She has lectured in Pennsylvania before school psychologists, parents, advocates, health care providers and attorneys. She previously served on the Board of Directors of the Lancaster County Association of Retarded Citizens.
