Francis Eugene Walter was born in Easton, Pennsylvania in 1894, attended Easton schools, Lehigh University for 2 years, and received his BA degree from George Washington University in 1916. He received his LLB degree from Georgetown University Law School in 1919, and practiced law in Easton. He married May M. Doyle in 1925; they had two daughters. He was elected to his first of sixteen terms as Congressman in 1932, serving until his death in 1963. He also served briefly in the Naval Air Force during WWI and for 6 months in WWII. His two Congressional specialties were laws on immigration and investigations of un-American activities.

The material here was donated to Lehigh University after his death. Stephen Wagner was given permission to research the papers for his Doctoral Dissertation in the early 1980s, and he rearranged some of the material. It was reboxed, with very little rearranging, and the finding aid written in 1991. The material includes incoming and outgoing correspondence, minutes, reports, and published material on various topics.

The material is arranged in Four Series:

Series 1: Cartons 1-26. Legislation, in individual envelopes with the Number of the Bill, by Legislative Session, from the 1930s to 1963. (74th Congress to 88th Congress)

Series 2: Cartons 27-88. Alphabetical Lists, including Names only, Veterans Lists, Job (applications for) Lists, Washington Appointment Lists, Servicemen Lists, Visas Lists, Academy Ap- pointments, Alphabetical by Subject, and Constituent Letters.

Series 3: Cartons 89-103. Subject Files, including ABE Airport, Commission on Government Security, Foreign Aid Committee, Flood Control, Hungarian Refugees, Intergovernmental Committee for European Migration, Postwar Economic Subcommittee, Pennsylvania Interests, Judiciary Committee, Bethlehem Steel Co., etc.

Series 4: Cartons 104-114 (plus extra file drawers, footlocker, etc.) Personal, including Invitations, Speeches, Radio & TV Appearances, Newspaper and Magazine Clippings, Scrapbooks, Plaques and Trophies.


Series 1: Legislation. Includes copy of Bill, and correspondence about it.


Series 2: Alphabetical Lists Includes incoming and outgoing correspondence in envelopes arranged by last name of subject.
