Designing Tomorrow's Healthcare Systems
Lehigh University's P.C. Rossin College of Engineering and Applied Science has introduced a new professional masters degree program in healthcare systems engineering in the Department of Industrial & Systems Engineering (ISE). This need was clearly delineated in a recent report "Building a Better Delivery System: A New Engineering/Health Care Partnership" authored jointly by the Institute of Medicine and the National Academy of Engineering which urged the healthcare field to embrace systems engineering to deliver safe, effective, timely, patient-centered, efficient and equitable care.
Why Healthcare Systems Engineering?
This concentrated degree program is designed to prepare graduate students for engineering and management careers in organizations engaged in delivering healthcare and health related products and services. The need for professionals in this area is strong and growing due to the aging of the population and a national crisis of rapidly increasing healthcare costs.
Healthcare has been one of the main topics in the news over the past few years. Some of the statistics below show what some of ongoing issues are in healthcare:
• It has been estimated that 20 to 30% of medical expenditures may have had no meaningful impact. Most of the bills are paid for by the federal government with few or no questions asked.
• Approximately 50% of personal bankruptcies are due to medical expenses. (Source: Health Affairs)
• An estimated one-third of 2006 US health care expenditures, about $700 billion or nearly 5% of GDP did not improve health outcomes. (Source: Congressional Budget Office)
• Prescription prices for drugs still under patent protections(as opposed to generic medications) are about 35% to 55% higher in the United States than they are in other countries. (Source: Congressional Budget Office)
• 75% percent of total health care spending in the United States in 2007 went towards the treatment of chronic diseases, such as diabetes and asthma. (Source: CMS)
The goal of Lehigh’s HSE program is to produce graduates with strong fundamental skills in industrial and systems engineering along with a strong background in healthcare delivery systems and processes. Graduates will be ideally positioned for skilled professional management roles aimed at improving quality, streamlining processes, and improving efficiency in the constantly evolving healthcare systems.
Lehigh University has a strong tradition of training engineers in a holistic systems-based approach that reflects the interconnected nature of societal challenges. Our HSE program builds upon that tradition to prepare students to identify and implement efficiencies within the complex modern healthcare system.
Students will take courses that involve quality process, financial and information management in healthcare, as well as industrial and systems engineering foundation courses, and an industry capstone project.
The Lehigh HSE program will use systems modeling as the base for its education. Some of the models our HSE students will use include but not limited to:
• Project management
• Engineering economics and financial engineering
• Statistics & Stochastic processes
• Operations Research
• Process flow and queuing
• Discrete event simulation
• Tools for failure and proactive analysis
• Simulation, optimization and IT
The program is comprised of 30 credit hours of course work. Completion of the program will lead to an M.Eng. in Healthcare Systems Engineering.
The distribution of credits by topic is as follows:
12 credit hours of healthcare systems eng core courses
9 credit hours of foundation courses in ISE
6 credit hours of elective courses
3 credit hours of engineering capstone project course
This program is offered as a one year in residence or two year online program.

CORE HEALTHCARE SYSTEMS COURSES
This M.Eng. degree program has four newly developed core courses in healthcare systems engineering (course names and draft catalogue descriptions listed below). The core courses provide students with the necessary background, specialized knowledge, and management skills required to identify inefficiencies in healthcare systems and propose appropriate alternatives to reduce cost and improve the overall quality of our health care system. Students are required to take all four of these specialized courses.
Introduction to Healthcare Systems:
The state of healthcare from economic, systems, quality, and historical perspectives. Components of the healthcare system including, facilities, delivery and treatment systems, and personnel. System costs, reimbursement methods and financial aspects in healthcare. Healthcare policy, laws and ethics. System performance measures including access, cost effectiveness and quality of care.
Quality and Process Improvement in Healthcare:
The dimensions of healthcare quality and their definitions, quality metrics, accreditation and other benchmarking and evaluation methods. Change management, project planning and team management. Continuous improvement tools including “lean”, “six-sigma”, and “TQM”.
Financial Management in Healthcare:
Engineering economics in healthcare; value metrics (net present value, return on investment, etc.), cost-benefit analysis, capital projects and improvements. Accounting methods in healthcare systems. Reimbursement methods, organizations, and alternatives. Financial strategy, planning, pricing and capital formation in “for”, and “not for” profit settings.
Information Technology in Healthcare:
Introduction to information systems in healthcare. Components of the system; electronic medical records, patient monitoring and data collection (clinical information systems), ancillaries (lab, pharmacy, radiology), imaging and digital technology, financial, inventory and management information systems. Enterprise systems in healthcare, IT driven cost, efficiency and treatment quality metrics. Data warehousing, sharing, mining, protection and privacy issues.
This new program consists of nine credit hours of foundation courses that will provide students with fundamental industrial and systems engineering technical knowledge and skills. Students must select three courses from the following four ISE foundation courses.
Simulation (IE 404):
Applications of discrete and continuous simulation techniques in modeling industrial systems. Simulation using a high-level simulation language. Design of simulation experiments.
Design of Experiment (IE 410):
Experimental procedures for sorting out important causal variables, finding optimum conditions, continuously improving processes, and trouble-shooting. Applications to laboratory, pilot plant and factory.
Optimization Modeling (IE 426):
Modeling and analysis of operations research problems using techniques from mathematical programming. Linear programming, integer programming, multi-criteria optimization, stochastic programming and nonlinear programming using an algebraic modeling language.
Stochastic Models & Applications (IE 429):
Introduction to stochastic process modeling and analysis techniques and applications. Generalization of the Poisson process; renewal theory, queuing, and reliability; Brownian motion and stationary processes.
This program includes a requirement for an industry-related healthcare systems engineering capstone project to be completed under the supervision of Lehigh faculty and industry partners. Students will work individually or in small groups on projects in the healthcare industry. Some of these projects include but are not limited to:

This program includes six credit hours (two courses) of elective courses drawn from an approved pool of cross-disciplinary courses. The program will be populated with students from a variety of engineering backgrounds who may be seeking to include more business related coursework to fulfill their career objectives. As such, we have created a program with some flexibility in the elective courses to allow students to tailor a program to their particular interests.
The elective courses may be traditional Industrial and Systems Engineering courses, or may be outside of the department in areas including accounting, business, and economics. The proposed pool of elective courses is listed below.

Bachelor of Science (B.S.) in engineering, science, business, or mathematics.
Post-bachelor’s degree regular admissions students must have at least one of the following:
(1) Undergraduate GPA of at least 2.75 out of 4.00.
(2) GPA of at least 3.00 for the last two semesters of undergraduate study.
(3) Scores at or above the 75th percentile on the GRE.
(4) GPA of at least 3.00 in a minimum of 12 hours of graduate work at other institutions.
Students should be quantitatively oriented and have completed a calculus based probability and statistics course at the level of IE 328 (Engineering Statistics: Random variables, probability functions, expected values, statistical inference, hypothesis testing, regression and correlation, analysis of variance, introduction to design of experiments, and fundamentals of quality control.).
Students who have been working for several years or do not have a strong calculus background may be required to take EMA 350 (Engineering Mathematics: Functions and differentiation of functions, mathematical modeling of engineering systems, integration & exp, log, ln functions, ordinary differential equations, the Laplace Transform, control system stability, matrices, matrix operations, eigenvalues, solutions of systems of first & second order ODEs, and vector analysis.)

Mr. Hisham Nabaa joined the P.C. Rossin College of Engineering and Applied Science as Director of the Healthcare Systems Engineering (HSE) program, effective May 1, 2011. Mr. Nabaa is also appointed Professor of Practice in Industrial and Systems Engineering. He will work with Lehigh faculty to coordinate research projects between the healthcare delivery organizations and HSE, teaching new healthcare systems courses, organizing and supervising student projects in the program’s capstone course, establishing relationships with industry and government agencies, establishing and working with an industry advisory board and providing direction for the program.

A key advantage to the programs offered by Lehigh’s Office of Distance Education is our ability to deliver programs using several different technology platforms and provide courses that meet the varied needs of our students. Lehigh University is developing an industry partnership around its groundbreaking Master’s degree in Healthcare Systems Engineering. Please join us to learn more about the program, meet its director, and better understand how your involvement could pay dividends to your firm and help develop tomorrow’s leaders in the field.
Lehigh’s 30-credit professional Master’s degree in Healthcare Systems Engineering integrates the fundamentals of industrial and systems engineering with a comprehensive understanding of delivery systems and processes. Through focused classroom, lab, and industry interactions, students gain a unique perspective on the myriad of performance, cost, and public welfare decisions involved in the delivery of healthcare.
During the Webinar, the program’s new director, Mr. Hisham Abu-Nabaa, will describe the program and explain how your organization could derive value through student research interaction and other manners of collaboration.
Lehigh is working with the Mayo Clinic, Lehigh Valley Health Network, St. Luke's and other leading healthcare providers to develop the Healthcare Systems Engineering program. The program will integrate the fundamentals of industrial and systems engineering with a comprehensive understanding of healthcare delivery systems and processes. Graduates will be perfectly positioned to streamline processes and improve overall quality and efficiency in healthcare systems.
The workshop served the development of this innovative new project, and Lehigh is still actively seeking input from a broad cross-section of the experts in the field. The event will bring together senior leadership from around the healthcare industry and explore various opportunities to engage with this emerging academic program.
Lehigh’s HSE program develops and maintains partnerships with key stakeholders representing all facets of healthcare delivery. Through a network of industry partnerships, we will be able to give students first-hand exposure to the complexities of the industry while providing a much needed forum for representatives from different stakeholder groups to collaborate on innovative healthcare solutions.
Dr. Gary Sieck, MD

Dr. Gary Sieck is the Dean for Research, Academic Affairs and Professor and Chair of the Department of Physiology and Biomedical Engineering in the Mayo Clinic College of Medicine. He is also the Program Director of the Biomedical Engineering Program in the Mayo Graduate School.
A Nebraska native, he received a BS in Zoology and Ph.D. in Physiology and Biophysics (1976) from the University of Nebraska. He completed postdoctoral training at UCLA (1976-1980) before joining the faculty at the City of Hope National Medical Center and the Department of Anatomy and Cell Biology at UCLA. In 1987, he moved to the Department of Biomedical Engineering at the University of Southern California, and in 1990, he joined Mayo Clinic.
He has served as thesis advisor for 16 Ph.D. students and as a member of numerous Ph.D. thesis committees. He has mentored 51 postdoctoral fellows and 19 visiting scientists as well as numerous undergraduate and high school students. He received the Mayo Research Educator Award from 2001 to 2004 and the Dean's Recognition Award in 2006. In 2007, he was recognized as a Mayo Distinguished Investigator.
Outside of Mayo, he serves as president of the American Physiological Society and president-elect of the Association of Chairs of Departments of Physiology. He is an elected fellow of the American Institute of Medical and Biological Engineering. Previously, he served as a member of the Board of Directors of the American Thoracic Society, and the National Council of the American Lung Association. He was editor-in-chief of the Journal of Applied Physiology and currently serves as a member of several editorial boards. He is a member of the Physiology and Pathobiology of Cardiopulmonary Disease Study Section at NIH. In the past, he was a member of several other NIH study sections including Respiratory and Applied Physiology (RAP), Integrative Functional and Cognitive Neuroscience (IFCN-5), Sensory Motor Integration (SMI), and Native American Research Centers for Health (NARCH, chair). He was also a member of the Veterans Administration Merit Review Board for Respiration.
Dr. Sieck's research focuses on neuromuscular physiology. In skeletal muscle he has explored neuromuscular plasticity related to spinal cord injury and muscle weakness associated intensive care, age-related sarcopenia, etc. In airway smooth muscle, he has examined abnormalities in intracellular calcium regulation and excitation-coupling associated with asthma and chronic obstructive pulmonary disease. In all these areas, he has been well funded by multiple grants from the NIH.

Donna Mulholland has a broad-based healthcare background, including legal, operations and administration leadership roles. She was President and CEO of Easton Hospital and the Valley Health Corporation. She was a board member on the FoundCare Health Center and is currently on the board for the Quantum Foundation. Donna received her B.A. in Humanities from Carnegie Mellon University in 1974 and her Jurist Doctorate from Capital University School of Law in 1977. She’s a current member of the Pennsylvania Bar Association, the Northampton County Bar Association and the Easton Rotary Club.
Jeffrey Fetterman ’81

Jeff Fetterman is President of ParagonRx, a company serving pharmaceutical and biotech businesses by designing, implementing, and continuously improving programs that guide safe use of medications. As co-author of two pharmaceutical risk management books and consultant for numerous risk management programs, he is helping to pioneer this emerging field in our industry. Having led the pre-startup safety assessment of the only nuclear reactor to be renovated following deactivation, Jeff is familiar with the cross-industry implications of risk management techniques.
In previous work, he co-founded Empower Health, a business that integrated tools and services to improve clinical health outcomes of people with chronic illness. Fetterman has extensive pharmaceutical industry experience, having led marketing, medical education, strategic planning, and business development organizations at DuPont Pharmaceuticals and DuPont Consumer Health.
He holds a B.S. in Chemical Engineering from Lehigh University and an M.B.A. from Katz School of Business at University of Pittsburgh.

Bayada is a full-service home health care provider serving 20,000 patients in 18 states. Prior to joining Bayada, Tom worked at PricewaterhouseCoopers, UPS, Nutrisystem, Answerthink and Alliance Consulting. Tom graduated from the ISE Department in 1987, received his Master’s of Engineering from Penn State and was named the Delaware Valley Young Engineer of the Year in 1999. Neil G. Armstrong, MBA, FACHE is the Executive Vice President & Chief Operating Officer of Susquehanna Health and President of Williamsport Regional Medical Center. He has been directly involved in healthcare management since 1985. He has served as the System's Chief Operating Officer since 2006. Prior to this appointment, Neil held several corporate positions including Chief Operating Officer at Divine Providence Hospital and at Muncy Valley Hospital from 1996 to 2006, and Vice President for Support Services since 1994.
Mr. Armstrong has served as a financial executive for several non-healthcare businesses from 1971 to 1985. He is a licensed nursing home administrator and obtained his Bachelor of Science Degree in accounting from the University of North Carolina and his Master’s in Business Administration from Wilkes University. Mr. Armstrong is a member and Fellow of the American College of Healthcare Executives, the American College of Health Care Administrators, and the American Hospital Association. Anne Baum is the vice president, Lehigh Valley for Capital BlueCross, the leading health insurer in Central Pennsylvania and the Lehigh Valley. She is also the founder of Vision Accomplished, LLC, a consulting firm dedicated to improving organizational performance using integrated, experienced based programs designed to enhance leadership, corporate culture and image.
Anne is also co-founder of The Gates Leadership Initiative, a unique leadership development program focused on bringing experienced based leadership training, presented by leaders with a record of success, to individuals who aspire to enhance their leadership skills. The program is designed to connect successful leaders with emerging leaders to create an ever expanding leadership pool dedicated to the economic growth of the Lehigh Valley.
Anne was the founding executive director of Eastern Pennsylvania Health Network, a provider owned PPO based in Lehigh Valley, PA and vice president of managed care for St. Luke’s Hospital and Health Network, Bethlehem, PA. Anne’s prior experience includes leadership and consulting positions in the Chicago metropolitan area with Premier Health Alliance, Tiber Group and AT&T.
Anne is active in the community and currently serves as the chair of the Greater Lehigh Valley Chamber Foundation (Main Street Lehigh Valley). She previously served as chair of the board of the Greater Lehigh Valley Chamber of Commerce, The Bethlehem Area Chamber of Commerce and the YWCA of Bethlehem. She is active on the boards and committees of the United Way of the Greater Lehigh Valley, The Women’s Leadership Initiative of the United Way, Minsi Trails Council of the Boy Scouts of America, Girl Scouts of Eastern PA, and Saucon Valley Foundation for Educational Innovation.
In 2005, Anne was selected as one of Pennsylvania’s Top 50 Women in Business by the PA Department of Community and Economic Development. She has been featured by the Eastern PA Business Journal as a Community Spotlight Award winner and as a Top 20 Executive under 40. In 2006, she received the President’s Award from the Greater Lehigh Valley Chamber of Commerce and in 2009, she received the Lehigh Valley Suits award for excellence in human resources consulting.
Anne holds a bachelor’s degree in Biology from the University of Illinois, Champaign-Urbana, IL and a master’s degree in Health Systems Management from Rush University, Chicago, IL. She is a member the National Association of Women Business Owners, and is certified by the Protocol School of Washington as a protocol and etiquette consultant. Dr. J. Robert Baum is chairman of the board of Highmark Inc., a position he has held since 2005. In that role, he leads the board review of Highmark’s performance and strategic plans.
In addition to his service to Highmark, Dr. Baum is professor of entrepreneurship in the University of Maryland’s Smith School of Business. He is the former owner/president/CEO of Ivan C. Dutterer, Inc. in Hanover, Pa., and Wood Alive Woodworks in Manassas, Va. and Ithaca, N.Y., manufacturers of architectural woodwork.
He is a member of the board of directors of four businesses, including a lighting manufacturer, a plastics manufacturer and a beverage producer. He is a past board member of several other businesses, including a television and radio broadcaster and a developer of software.
Dr. Baum teaches new venture creation and financing for master of business administration students, and he has won five university teaching awards since 2000. His research interests are entrepreneurship, quantitative methods and strategic decision-making. He has had numerous articles published in prestigious research journals.
Dr. Baum is a Lehigh University engineering graduate. He graduated first in his class at Northwestern University with master’s degrees in finance and economics. He received a doctorate in management and organization from the University of Maryland.

Martin Ciccocioppo (pronounced Chick-E-chop) is the vice president of research for HAP. Mr. Ciccocioppo is responsible for research and data initiatives in support of HAP’s representation and advocacy agenda. He has provided analytical and data support for many of HAP's policy and research initiatives for more than 24 years. He is actively involved in data and policy analyses, as well as advocacy, on issues ranging from medical professional liability, health care finance and utilization, quality reporting, managed care, economic impact, community health improvement, and health care information technology. Mr. Ciccocioppo was instrumental in founding the Pennsylvania eHealth Initiative (PAeHI) in 2005 and has represented hospitals on the board of PAeHI since its inception and chaired the PAeHI Board for four years and currently serves as the PAeHI Secretary. Mr. Ciccocioppo also represents hospitals on the Medical Assistance Advisory Council (MAAC) Health Information Technology Workgroup. Mr. Ciccocioppo was instrumental in the creation of the Keystone Initiative for Network Based Education and Research (KINBER) in 2009, which secured a $100 million Broadband Technology Opportunity Program grant to build a 1,700 middle-mile fiber network throughout Pennsylvania. Mr. Ciccocioppo has also represented hospitals on the board of the Pennsylvania Medical Professional Liability Joint Underwriting Association since 1996 and currently serves as the JUA Treasurer.

Dr. DiSesa earned degrees from Harvard University (A.B., Magna cum Laude with Highest Honors in Chemistry) and from the School of Medicine of the University of Pennsylvania (M.D., member of the AOA Honor Medical Society). He received his post-graduate medical training at the University of Pennsylvania and the Brigham and Women’s Hospital, Harvard Medical School. For more than 25 years he has worked as a cardiac surgeon, predominately in academic medical centers.
Dr. DiSesa is certified by the American Board of Thoracic Surgery and a member of internationally prestigious medical societies including the American College of Surgeons, the American College of Physicians, the American Surgical Association, the American Heart Association, the American College of Cardiology, the Society of University Surgeons, the American Association for Thoracic Surgery, and the Society of Thoracic Surgeons. He also has training in internal medicine and general surgery and is certified by the American Board of Internal Medicine and the American Board of Surgery. Finally, he is certified by the American College of Physician Executives as a Certified Physician Executive and in the process of completing the requirements for Fellowship in the American College of Healthcare Executives. While a practicing surgeon, Dr. DiSesa has been engaged continuously in teaching and research, the latter primarily in the area of heart transplantation. He has held progressively more senior leadership positions including Director of Heart Transplantation at the University of Pennsylvania, Acting Chief of Cardiothoracic Surgery at the Hospital of the University of Pennsylvania, Chair of the Department of Cardiovascular-Thoracic Surgery at Rush Medical College in Chicago, Medical Director of the CardioVascular Center and Chief of Cardiac Surgery at the Chester County Hospital in Pennsylvania, and Chair of the Department of Surgery and Chief Medical Officer of University Hospital and the Harvard Medical School Dubai Center for Teaching and Research in the UAE.
In his current position Dr. DiSesa serves as Vice Dean for Clinical Affairs for Temple University School of Medicine and Chief Operating Officer for the Temple University Health System in Philadelphia. In this capacity he has responsibility for all of the clinical programs of a $1.6 billion health system that includes three hospitals and three physician practice entities. He supervises and leads the clinical programs at each of these hospitals as well as the operations of the physician practice entities. Dr. DiSesa plays active leadership roles in recruitment and management of physicians, development and monitoring of inpatient and outpatient care programs, budget development and monitoring, philanthropy, compliance with regulators, and negotiations with payers (primarily governmental agencies and private health insurance companies).
In addition to these operational responsibilities, Dr. DiSesa serves on the senior management team of the Health System and actively contributes to the conception, development, and implementation of major strategic initiatives. Most recently, this has included the acquisition and integration of the Fox Chase Cancer Center (a $300 million entity) into the Temple University Health System. Finally, He continues to participate in operative cardiac surgery although his other responsibilities preclude him from developing an independent practice of cardiac surgery.

George A. Manchester MD,CMSL, is the Executive Vice President/Chief Medical Officer for Susquehanna Health (SH), which is an integrated all system of health care providers located in Lycoming County including three hospitals with two active medical staffs, a long-term care facility, a multi-specialty physician group practice, and a home health agency. SH is headquartered in Williamsport, Pennsylvania and is the largest employer in Lycoming County.
Dr. Manchester completed medical school at the University of Vermont in Burlington, Vermont and graduated from the Family Medicine Residency at The Williamsport Regional Medical Center in 1982. He has maintained current Board Certification status with the American Board of Family Medicine and in the last twenty-nine years has continued clinical activity in Emergency Medicine in balance with Administrative Medicine throughout his professional career.
In 1982, Dr. Manchester was appointed Medical Director of Emergency Services at Jersey Shore Hospital in Jersey Shore, Pennsylvania, and in 1985, also assumed Medical Director responsibilities for the Emergency Department at Divine Providence Hospital. In 1987, he was appointed as Vice President of Medical Affairs for Divine Providence Hospital and subsequently in 1991, as Senior Vice President of Medical Affairs for the Providence Health System when Divine Providence Hospital acquired Muncy Valley Hospital in Muncy, Pennsylvania.
He participated in the formation of the alliance between the two hospitals of the Providence Health System and The Williamsport Hospital and Medical Center creating the Susquehanna Health System in 1994. He was appointed Executive Vice President of Medical Affairs of the Susquehanna Health System in 1995 when the two medical staffs from The Williamsport Hospital and Medical Center and Divine Providence Hospital merged into one medical staff. In that role, he serves as a liaison between management and the medical staff and also facilitates the credentialing and quality improvement activities of the two system medical staffs. He also serves on the Board for Susquehanna Health Medical Group, a multi-specialty group practice, and is actively involved in physician recruitment and other physician-related System activities.
In addition to maintaining current clinical competency, Dr. Manchester has also partially completed a Masters Degree Program in Health Administration at Wilkes University and has achieved certification by the Greeley Medical Staff Institute as Certified Medical Staff Leader (CMSL). Martin Raniowski, MA is the Acting Deputy Secretary for Health Planning and Assessment with the PA Department of Health. As Acting Deputy Secretary, he is responsible for monitoring, tracking, and analyzing the health status of Pennsylvania communities. Raniowski oversees the management of the Bureaus of Health Planning, Community Health Systems, Laboratory, Epidemiology, Emergency Medical Services, and the Offices of Health Equity and Public Health Preparedness.
Mr. Raniowski previously served as the Director for the Bureau of Health Planning with the Department of Health and in that role was responsible for overseeing the management of the Access to Primary Care program, the PA Loan Repayment program, the J-1 Visa waiver programs, and the Community Challenge Grant programs, the State Health Improvement Plan (SHIP), SHIP Partnerships, health care workforce reports and the Health Policy Board. Also, under his direction, the Bureau of Health Planning developed healthcare workforce reports that analyze the vitality of rural healthcare professions, such as physicians, physician assistants, dentists, dental assistants, registered nurses, and licensed practical nurses.
Prior to joining the Department, he served as the Senior Director, Public Advocacy & Strategic Alliances with the American Heart Association, and as a Senior Health Strategist, MultiState Associates. Dr. Linda Scarazzini joined FDA as the new Director of the Division of Pharmacovigilance, in the Office of Pharmacovigilance and Epidemiology within CDER's Office of Surveillance and Epidemiology in May 2011. Her qualifications and leadership experience with drug safety surveillance and development of risk management strategies are a tremendous asset to CDER.
Dr. Scarazzini previously served as the associate vice president of marketed product pharmacovigilance and risk management at Sanofi Aventis Pharmaceuticals. In that role she developed risk communication strategies for health professionals and created and maintained active surveillance and adverse event databases used for post-market drug safety, clinical reviews and studies.
Throughout her 11 years with Sanofi, she held various leadership roles overseeing IND and NDA preparation, managing clinical safety reviews, and developing advanced safety and signal detection surveillance strategies.
Dr. Scarazzini received her pharmacy degree from Philadelphia College of Pharmacy and Science and her medical degree from Temple University School of Medicine. She completed her residency in internal medicine at the Graduate Hospital of the University of Pennsylvania.

Welch Allyn is one of the world’s leaders in research, development, and manufacture of diagnostic and physiologic monitoring solutions for frontline caregivers. In his current position, Mr. Strods manages R&D technical resources: Software Engineering, Mechanical Engineering, Electrical Engineering, User Experience, and Technical Communication. In addition, he is responsible for the development of key diagnostic and enabling technologies used in Welch Allyn products and systems. Dr. Thomas Whalen is currently the chief medical officer for Lehigh Valley Hospital and Health Network. Dr. Whalen joined the health network in 2006 as a pediatric surgeon, chair of surgery and holder of the Anne and Carl Anderson Distinguished Chair of Surgery. In 2010, he was appointed associate chief medical officer and began overseeing the chairs of obstetrics and gynecology, emergency medicine and dental medicine.
Dr. Whalen earned his medical degree from Boston University, and then completed his general surgery residency at the Navy Regional Medical Center in Portsmouth, Va., and a pediatric surgery fellowship at the Children’s Hospital of Los Angeles. He has a master’s degree in medical management from Carnegie Mellon University in Pittsburgh.
Before joining Lehigh Valley Health Network, he spent 17 years at Robert Wood Johnson Medical School in New Jersey. He also served as a commissioned officer in the medical corps of the regular and reserve Navy for 28 years.
Dr. Whalen is a Regent of the American College of Surgeons and a board member and president-designee of the National Resident Matching program. He has also served on the FDA General and Plastic Surgery Devices advisory committee and chaired the surgery residency review committee of the Accreditation Council for Graduate Medical Education.
