Subject: [TopList] incidence numbers

I am looking for references on the following topics:

Let X be a regular finite CW-complex, and G a group acting on it. We
suppose that the action of G is cellular and that we get
a well defined CW-complex X/G (a priori not regular).
I moreover suppose that both X, G and the action are effective (meaning
that we can implement it on a computer). In particular we know how to
compute (effectively)  the stabilizer group of a cell.

Do you know some references  on the (effective) computation of the
incidence numbers of X/G ?
