Adams' book "Infinite Loops Spaces" has a chapter "Localization and
`Group Completion'".  There are some definitions and a number of
references there, with the earliest being a 1961 JLMS paper by
Michael Barratt.  Another, by Quillen, is listed as "privately
circulated MS - not to appear".  There are more useful references to
papers by Barratt-Priddy, May, McDuff, Segal,..
