Office of Access Control and Locksmithing


Policy Decisions made for current year:

        • REMEMBER: Students may be subject to disciplinary action for attempting to use their card in areas to which they are not authorized.
          When visiting friends, they should make arrangements for someone who knows them to let them in.

        • Building access is by physical building only in Residence Halls.
          This means that with the exception of adjoining buildings,
          each resident has permission to use his or her card ONLY in the building for which they are assigned.

          A Centennial Two resident does not have access to all of Centennial Two, for example, only to their adjoining building and to the Laundry in the Basement below Stoughton/Williams.
          Beardslee and Carothers share access;
          Palmer and Stevens share access;
          Stoughton and Williams share access;
          Only Stoughton and Williams residents have access to the stairwell door within the Laundry;

          All of Campus Square have Campus Square Commons Building access;
          Campus Square A and B share access;
          Campus Square C cards access C and the Commons Building;
          Campus Square D cards access D and the Commons Building;

          Campus Square Residents have permission to eat at Brodhead House,
          but they are not given access to the stairwell or the card reader on the elevator and are limited to the hours of regular operation of the Food Service area. Use outside those times and areas may subject the user to disciplinary action.

          All of Centennial One have Centennial One Laundry access;
          Leavitt and McConn share access; Smiley and Thornburg share access (after 8/29/06); However Smiley/Thornburg does NOT share access with Leavitt/McConn;

          All of Sayre Park have access to the whichever one of the three buildings (A, B and C ) they reside in, but not the others, and all have access to the Commons (Sayre D Lodge );


        • Residence Life Staff ID Cards


          • Residence Life Coordinators should obtain white access cards through the Office of Access Control instead of through the ID office on the fourth floor of the Ulrich Center. However, their standard Lehigh ID cards are ONLY available through the ID Office in Ulrich Center.

          • Gryphons MUST obtain ID's through the ID Office in the Ulrich Center.

          • Residence Life Staff ID cards offer access to all undergraduate non-Greek residence halls at the least.

          • With Sorority approval they may also include access to a Sorority if you are a member of the house.

          • With departmental approval, they may also grant evening and late night access to certain Academic buildings.

          • It is therefore vital that a lost ID card with such power be cancelled IMMEDIATELY.

          • After hours ALL lost cards ( Faculty, Staff or Student ), including yours, can be reported through Campus Police, who page the duty person from Access Control to de-activate the card's access priveleges.

          • Campus Police also cancel any Gold Plus monies associated with the card until the card is found or a replacement card obtained.

          • There is no charge to the individual who lost the card to cancel the card.

          • If the card is later found prior to obtaining a replacement card , it can be re-activated by bringing the card in person to the ID or Access Control Office on the next business day.

          • It cannot be re-activated after hours except under very special conditions. ( It should also be noted that once a replacement card has been issued, the old card cannot be re-activated under any conditions.)


          Changes in Building Access Authorizations


          • Requests for changes in Building Access Level Authorization should be made through a department contact for Academic areas, or a Sorority Officer for Sorority access. Please allow at least three business days in advance of need if at all possible. Often levels need to be created and all affected panels re-initialized.


          Residence Life Staff Keys


          • If a master key from the key box is lost, it should be reported IMMEDIATELY!

          • Your room key is no different from other room keys in the building. Follow standard procedures (see below) for reporting those lost.


          Keys for Academic Areas for Residence Life Staff


          • Please remember that although the Office of Access Control controls card access on campus and keys for all Residence Halls, Sororities and Fraternities, Academic Area keys must still be issued through the Office of Facilities Services main office at 461 Webster Street ( 758-3970 ) for the main ( Asa Packer ) campus or the Goodman campus ).There are six fifteen minute parking spaces in front of 461 Webster Street, for the use of customers while picking up or dropping off keys, or other transactions with the Office of Facilities Services.

          • The Facilities Services Office in Iacocca Hall room C011 issues keys and issues Work Orders for the Mountaintop Campus
            ( 758-5310 )

            Work Orders for all other areas can be sent to Work Order Central through "FSWORK" or by phone to 758-3940 or 758-3941.


          Information Residence Life Staff and
          Students Need to Know Regarding Lost or Found keys or Access Cards:


            Lost or Stolen ID ( Identification ) Cards

          • Lost ID cards can be deactivated temporarily at no charge. During the normal business day, report them lost to the Office of Access Control at 758-6175 and to the ID Office at 758-5843; on Weekends or after business hours, report them lost to the campus police at 758-4200 to have the duty Access Control Technician deactivate their access priveleges and Campus Police temporarily cancel the Gold Plus monies associated with the card. Cards deactivated this way can be reactivated if found by presenting the card to the Office of Access Control and Locksmithing during normal business hours.

          • De-activated ID Cards CANNOT be reactivated by a phone call or after business hours ( such as weekends ). During the time the card is deactivated the student must "buddy up" with someone for building access and must have their ID keyed in manually to access Food Services. The card cannot be used to make Bookstore purchases, etc.

          • Instead of merely de-activating the card, a replacement card can be obtained during normal business hours ( NOT after hours ). This card eliminates all reference to the old card, permanently de-activating it. ( It CANNOT be re-activated ). Any monies or access levels assigned to the old card will be moved to the replacement card.

          • The cost of a replacement ID card is ten dollars, which will be billed on the Bursar account.

          • Replacement keys can be obtained from the Office of Access Control and Locksmithing or the card at ID Office in the Ulrich Center on the fourth floor across from the post office during normal business hours - 8am to 4 pm Monday through Friday except Holidays or breaks .


          • Lost or Stolen Keys

          • Residents should be encouraged to obtain replacements as soon as possible when keys are lost or stolen. During business hours, they will normally be given a temporary set which can be used until the core is changed. This gives them a full business day to try to locate the set that was lost. However, if the set was lost with ID or they are concerned that someone might be able to determine where the keys operate, the core can be immediately changed, at no additional cost.

          • The cost of a core change is a flat rate of $25 for the core change ( $10 flat fee per key for fraternity keys ) If a technician must be called out to change the core after hours, it is an additional $75 to recoup the expense.

          • Normally, the above charges will occur. However, if there are circumstances which justify doing so, the Office of Residential Services may waive the charges upon successful appeal. ( Contact them at 758-3500 if you believe such circumstances exist.) The Office of Access Control and Locksmithing has nothing to do with billing or fees.


          • Found ID ( Identification ) Cards or Keys

          • If cards or keys are found, DO NOT hold onto them or put them in the Staff Office to "see who lost them". Notify Access Control IMMEDIATELY at 8-6175 and return them to the Office of Access Control as soon as possible, where they can be computer matched and returned to their proper owner. This also stops any charges for replacements that might have occurred if this procedure was not followed.

          • After Hours, the key(s) or card(s) can be returned by dropping them into the "Key Drop Box" next to the door of the office. Pull the handle down toward you to expose the drawer, and make certain the item(s) are in the drawer portion. Then swing the drawer shut ( watch your knuckles- the tolerances there are tight. ) so that they enter the building. Check the drawer to make certain they have dropped into the catchbox inside, and are not still trapped in the drawer portion or slide.


          Important Information for the Start of the Academic Year

          • Literature concerning the ID Office for Freshmen and Upperclass openings at the start of the year usually also applies to the Office of Access Control and Locksmithing. The Office of Access Control will normally be open from 8:00 to 4:00 Monday through Friday all year long ( except Holidays ). During openings. the Office will typically be open for additional hours, including extra hours on Sunday from Noon to 5 pm.

          • At the start of the school year, long lines may typically be exist at the ID Office for anyone for whom no ID is on file (i.e. Freshmen, Transfer students, etc. ) if they have not sent in their picture previously. If they have sent in their picture, the actual ID card should be in the the key packet instead.

          • Because there may be monies associated with the actual ID cards it is VITAL that you issue the correct keyset to the correct individual.

          • Only ID cards qualify for meals,bookstore,etc., so individuals should should obtain their ID as soon as possible.

          • During the start of the Academic year, Do NOT move keys from one key packet to another or temporarily issue a set to the roommate during check-in! Keys are individually linked to each individual, not merely to the room. Instead phone 8-6175 and leave a message with the room number, building and individual's name that you need key(s) for and within minutes a replacement set linked to that individual will arrive. ( during check-in only)

          • At the start of the Academic Year, please stress to the individuals picking up keys that there is only ONE room key in their envelope.


          Location of The Office of Access Control

          The Office of Access Control and Locksmithing

          The Office of Access Control is located at 42 University Drive, just uphill from Price Hall and just below the Richards Residence Hall. It is across the intersection from Lamberton Hall on the upper street side, before you get to the Ulrich Center.

          There is a small lot next to the building for short term parking while transacting business with the office.

        • The Fundamentals of Security and Life Safety

          Although its primary area of responsiblity is to maintain and operate the Card Access system in effect on the Residence Halls exterior doors and some of the Academic Buildings, the Office of Access Control and Locksmithing also maintains all of the physical locking devices on campus, and establishes keying systems as well as hardware and keying standards to help protect both life and property at Lehigh University.

          Lehigh University has always placed a high value on Security and Life Safety, and this office is but one of the ways it does so. This office relies heavily on many other offices on campus in order to be as effective as possible.
          • Residence hall housing and related policies are set by Residential Services at 63 University Drive. ( telephone 758-3500 )
          • Campus Police provide emergency response and law enforcement( telephone 758-4200 )
          • The Dean of Students office provides many security and safety related education programs covering both the residence areas and academic buildings, and Residence Life Gryphons provide ready assistance during the academic year.
          • Other functions are provided by many other offices on campus, too many to mention, but all of which play an important part in Security and Life Safety at Lehigh University.

          But the most important factor affecting security and Life Safety is
          YOU.
          If you leave your keys lying around, or your desk or room unlocked, or you lose your access card and do not report it, you are destroying every effort that can be made to protect you and those around you. It is YOUR RESPONSIBILITY to be aware of security issues and take steps to protect yourself, and to help others to do so.


          Prioritizing: :

          It would be ideal if every service call could get the service its caller feels it deserves, but in a world of limited resources, everyone everywhere must set priorities to effectively serve the most people in the best way they can. Our priorities for Academic, Athletic and Housing related calls (from highest priority to last) are:
          1. Major problems affecting large numbers of people, such as the card access system itself. (We don't know when these will occur or how long they will take to fix, but when they do, they are labor intensive.)
          2. Individuals who are experiencing a lock failure on an exterior door.
          3. Individuals who are experiencing a lock failure on a student room.
          4. Individuals whose card needs cancelled to protect the building occupants and its contents.
          5. Individuals who are experiencing a lock or key/card failure on a student room.
          6. Individuals who are experiencing a lock or key/card failure on an office.
          7. Renovations requiring a lock to be installed and keyed.
          8. Individuals experiencing a general non-emergency need for an office to be rekeyed.
          9. Individuals wanting an additional lock to be installed, such as a standalone card reader.
          10. Individuals whose lock is "sticky" or "sometimes difficult to operate."
          11. Individuals with a furniture related lock problem.

          Obviously this list is not all-inclusive, but we hope that by seeing at least this much of it, you will better understand if your call takes longer than you wish it did to be solved.
